General information and an introduction to Sailing Instructions

Thank you for entering the 2009 SailEAST Regatta. The Crouch Yacht Club (“CYC”) extends a warn welcome to all SailEAST competitors, family and friends.

Please read these Sailing Instructions (“SIs”) carefully and note those changes which may differ from your usual rules.

All competitors and guests are very welcome in the Club on Friday night. Food will be available so why not come along for a social chat, some good food and to check on any final SI amendments. On Saturday night we have booked an excellent band called “Julie Cooper Band” so a good night will be had by all.

On Friday evening light snacks will be available. On Saturday evening a full menu will be available but it is advisable to book with Jim at the CYC (01621 782252). Hot snacks will be available at Sunday lunchtime.

The prizegiving for Saturday’s races is planned for 6.30 pm and on Sunday will be as soon as practical after racing – both will be in the CYC.

Competitors should be aware of the following local hazards and general information.

On a big tide day the edge of Bridgemarsh Island is not always very obvious. The bar at Creeksea is a low tide hazard and the point of Foulness at the mouth of the River Roach reaches out towards the Branklet Buoy and can make an awkward corner.

Please also note that there is an Isolated Danger Mark just East of the entrance to the River Roach – this marks the wreck of a fishing boat.

Committee Boat start lines, which will be set subject to the weather, may be up to four miles from the CYC.

The Burnham Sailing Club line is close to the CYC and the two can be confused. If looking from the CYC the CYC Line is the left hand line and the Burnham Sailing Club Line is the right hand line.

On Saturday two back to back races are planned with Race 2 as soon as possible after Race 1.

Courses will be selected from the navigation and racing marks in and around the Rivers Crouch and Roach and courses will be announced from the Committee Boat prior to each race.

SailEAST CROUCH REGATTASAILING INSTRUCTIONS

1 RULES
The SailEAST Crouch Regatta (“the Regatta”) will be governed by the rules as defined in:
The Racing Rules of Sailing (“RRS”) and The Crouch Yacht Club (“CYC”) Sailing Instructions (“SIs”), and Crouch Harbour Bylaws will apply.

2 NOTICES TO COMPETITORS Notices to Competitors which will include changes to Sailing Instructions and/or courses will be posted on the Official Notice Board located at the top of the stairs leading to the back door of the CYC by 0830 on the date of effect. Flag board L will be displayed.

3 CHANGES TO SAILING INSTRUCTIONS Any changes to the Sailing Instructions will be posted before 0800 on the day it will take effect, except that any changes to the schedule of races will be posted by 2000 on the day before it will take effect.

4 CONDITIONS OF ENTRY
4.1 Competitors shall submit an Entry Form, Entry Fee and IRC Certificate copy (where applicable) to the Race Officer before racing.
4.2 Race Officers may not include a boat in the results if that boat has not complied with SI 3.1.

5 CLASS FLAGS Class flags will be: Class Flag One: Numeral One Pennant IRC TCC 1.010 and above Two: Numeral Two Pennant IRC TCC 0.960 to 1.009 Three: Numeral Three Pennant IRC TCC 0.900 to 0.959 Four: Numeral Four Pennant IRC TCC 0.740 to 0.899

6 RACE AREAS Racing will take place in the Rivers Crouch, the entrance, and Roach. Area “E” will be East of the town moorings in the mouth of the Rivers Crouch and Roach. Area “W” will be West of the town moorings in the River Crouch.

The letter “E” or “W” will be displayed in the upper Club window before the start of the first race of the day and the starting area will be announced on VHF Channel 72 at least one hour before the first start.

8 THE COURSES
8.1 Courses will be selected from the navigation and racing marks in and around the Rivers Crouch, the entrance, and Roach.
8.2 Courses will be announced at least 10 minutes before the start of each race by VHF radio channel 72 and will not be posted on the Committee Boat. It will be selected from the list of navigation and racing marks that appear on the list which is enclosed with these Sailing Instructions. The rhumb line between marks may not be navigable.

9 THE START
9.1 Races will be started by using RRS 26 with the following addition:
An attention signal (an orange flag with one sound) will be made five minutes before the warning signal for the first class to start. The orange flag will be removed when the warning signal is displayed. This changes rule 26.

9.2 The starting line will be between a staff displaying a blue flag on the Committee Boat and an orange inflatable buoy. Leave the Committee Boat to port. If an Inner Distance Mark (IDM”) is anchored near the Committee Boat, competitors must not pass between this mark and the Committee Boat.
9.3 In the event of a General Recall the Race Committee shall display the First Substitute with two sounds. The Warning Signal for a new start for the recalled class shall be made one minute after the First Substitute is removed with one sound. The Starts for any succeeding classes shall follow the new start.
9.4 Boats whose warning signal has not been made shall avoid the starting area.
9.5 A boat starting later than ten minutes after her starting signal will be scored Did Not Start. This changes rule A4.

10 COMBINED STARTS If the starts of Classes are combined, then the start time will be that of the later Class. For example, if Class 2 were to be combined with Class 3 for the first race of the day, the start for Class 3 plus Class 2 would be at 1020.

11 THE FINISH
11.1 The finishing line will be either: (a) between a staff displaying a blue flag on the Committee Boat and a fixed mark of the course; or alternatively (b) the CYC Line which is a line between a triangle on the CYC Race Box and two triangles on the South shore. The finishing line will be announced prior to the start.

12 SHORTEN COURSE
12.1 In addition to RRS 32 when Flag ‘H’, with two sounds, is displayed from a Committee Boat at a mark of the course, its meaning is “The course is shortened and this is the last mark of the course – pass between the mark and the Committee Boat and sail to the finish line”.

13 PENALTY SYSTEM For boats that infringe a rule of RRS Part 2, Rule 44.3 Scoring Penalty will apply except that Rule 44.3 © is changed so that the penalty shall be 1% of elapsed time or two places (class and overall), whichever is the greater. The boat shall display a yellow flag and inform the Race Officer when finishing.

14 TIME LIMITS The Time Limit is Start Time plus four hours. If any boat in class finishing within the time limit the race is valid for all competitors in class but boats finishing after start time plus six hours must time themselves in and “post” their time in the Race Box within two hours of finishing.

15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protest forms are available at the Race Office. Protests shall be delivered there within the protest time limit.
15.2 The Race Officer shall be notified of the intention to protest on finishing by VHF and the Protest Form shall be delivered within 2 hours of finishing the last race of the day to the Race Box at the CYC . Competitors who believe that they may be a party to a protest should also report to the Race Officer.
15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held upstairs in the Race Box.
15.4 Notices of protests by the Race Committee will be posted on the Official Notice Board to inform boats under rule 61.1(b). The Race Committee should also advise the boat verbally.
15.5 Breaches of SI 8.4 will not be grounds for a protest by a boat. This changes rule 60.1(a).
15.6 RYA Arbitration of the RYA Rules Disputes Procedures will be available. See the Official Notice Board for details.

16 SCORING The Regatta will be scored as provided in Appendix A of the Racing Rules using the Low Point System. All races to count. Scoring for the series will be in accordance with SailEAST NoR. This changes RRS Appendix A.

17 SAFETY REGULATIONS Competing boats shall comply with ISAF Offshore Special Regulations Category 5, plus OSR 3.29 Marine Radio Transceiver. RRS 1.1 Helping those in danger; and RRS 1.2 Lifesaving equipment and personal buoyancy apply

18 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the Sailing Instructions.

19 RADIO COMMUNICATION
19.1 The Committee Boat (call sign “Crouch Line”) will use VHF radio for communications with the competitors on the water to give instructions or to provide information. VHF Channel 72 will be used.
19.2 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

20 RETIREMENT A boat which retires shall advise the Race Officer by VHF radio as soon as practicably possible.

21 DISCLAIMER OF LIABILITY
Competitors participate in the Regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.

22 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per event or the equivalent.

23 MOORED, NON-RACING VESSELS & NAVIGATION MARKS
23.1 A competing boat that collides with or fends off a moored or anchored vessel, it’s mooring or any dingy or tender tied to it, shall retire and the Race Officer shall be notified of the details.
23.2 All collisions with moored or anchored vessels shall be reported to the Crouch Harbour Authority whether or not there is damage.

24 PRIZES The Harrison Cup will be presented to the overall winner and Crouch Regatta cups for class winners. Glassware will be presented to successful boats in all races. Prizes for Saturday’s races will be presented at 6.30 pm in the CYC. Prices for Sunday’s race and overall prizes will be presented as soon as possible after racing on Sunday in the CYC. A Yacht Club may enter a team of three boats for the Team Challenge, which will be awarded to the best Team counting all overall scores in all three races. Teams shall be declared to the Race Officer before the start of the first race.
